Castle Rock is a full-service municipality, with about 340 employees and a $188 million annual budget. The Town operates under a Council / manager form of government, widely regarded as the best structure of leading a community while supporting successful, professional management. An elected Town Council appoints a Town manager, who serves as chief executive officer of the organization. Mark Stevens is Castle Rock’s Town Manager, and Fritz Sprague serves as Deputy Town Manager.

Responsibilities
The Town Manager's Office:

  • Works closely with the mayor and Town Council to develop policies, propose new plans and discuss issues that affect Castle Rock and its residents
  • Supervises all departments
  • Ensures laws and policies approved by the elected leadership are equitably enforced throughout the community
  • Works with residents and members of the business community to address and solve problems
  • Prepares the Town's annual budget, submits it to Town Council for review and approves and implements the budget once it is approved
