Festival Park Redesign
Festival Park is the heart of Downtown Castle Rock and is home to some of the community’s most treasured events. Soon, this central gathering space will be transformed into a vibrant urban center. This project was planned through a collaborative effort of residents, the Downtown Development Authority, Downtown Merchants Association and the Town.
Construction starts in early 2017.

Third and Perry Streets intersection
With the expansion of Festival Park, traffic patterns in Downtown will change. That's why the Town will change up the intersection of Third and Perry streets.
After gathering input from the public and area businesses, Town Council voted to install a roundabout at this intersection. Construction is expected to begin in 2017.

Town Hall addition
As our community grows, it's important our local government maintains its levels of service. As we do that, additional space is sometimes necessary.
Construction has begun on a 14,000-square-foot addition to Town Hall, 100 N. Wilcox St. The $5.1 million project is being funded through developer/building user fees, and not by general tax dollars.
It's needed because the Town staff has outgrown Town Hall, built in 2001, when the Town’s population was about one-third of what it is now. About 45 Town staff members worked in the building when it opened; more than 105 staffers are projected to be working from the building by 2024.
The addition will also allow for improvements to customers' access, because it will create a central lobby.
During construction, expect changes
The new addition is expected to be completed by fall 2017. In the meantime, customers will experience a few changes:
- The east entrance to the building – nearest the parking lot – is closed for the duration of the construction, which will last through fall 2017; use the Wilcox Street entrance instead.
- The water bill payment box is being moved from its current location, just southeast of Town Hall, to along the one-way lane at the east side of the main parking lot. Please look there if driving through to drop off a payment. (See map below.)
- Those visiting Town Hall between now and fall will need to be alert to construction activity, which will at times restrict access from the main drive into Town Hall, from Wilcox Street. In those instances, the South Street drive should be used to access Town Hall.
Across the street from Town Hall Confluence Companies is starting work on its Riverwalk project.
Located along Wilcox Street, between First and Third streets, the new Riverwalk is set to bring a mixed use of retail, residential and office space.
