The following ordinances are published in accordance with Section 7-3 of the Castle Rock Home Rule Charter and Section 2.02.100.C of the Castle Rock Municipal Code.

Notice is hereby given that the Town Council will consider adoption of the following named and described ordinance(s) during its meeting indicated below at the Town of Castle Rock, Town Hall, 100 North Wilcox, Castle Rock, CO 80104.  Proposed ordinances are posted not later than five calendar days prior to the Council meeting date.

August 20, 2019 Town Council meeting at 7 pm.
Proposed:  An Ordinance Approving the Encore CR Downtown Redevelopment and Financing Agreement and Authorizing the Lease and Conveyance of Certain Town-Owned Real Property
The proposed ordinance approves an agreement which enables the construction of a parking garage on the existing Town Hall parking lot, the cost-sharing of the garage between the Town and developer, the acquisition by the Town of 308 public parking spaces in the garage, the construction of a pedestrian plaza and funding of a railroad quiet zone in the downtown, the allocation of public revenues from the proposed mixed-use project, and authorizes the short term lease and then conveyance of certain Town-owned property.

Proposed:  An Ordinance Vacating a Public Alley Located in the Northwest Quarter of Section 11, Township 8 South, Range 67 West, of the 6th Principal Meridian, Town of Castle Rock
The proposed ordinance vacates a portion of the alley located adjacent to the current Town Hall parking lot to enable the construction of the proposed Encore CR parking garage and mix-use development project. 

Proposed:  An Ordinance Vacating a Portion of First Street Located in the Northwest Quarter of Section 11, Township 8 South, Range 67 West, of the 6th Principal Meridian, Town of Castle Rock
The proposed ordinance vacates a potion of First Street to enable construction of the proposed Encore CR parking garage and mix-use development project.

Proposed:  An Ordinance Vacating a Portion of North Perry Street Located in the Northwest Quarter of Section 11, Township 8 South, Range 67 West, of the 6th Principal Meridian, Town of Castle Rock
The proposed ordinance vacates a portion of Perry Street to enable construction of the proposed Encore CR parking garage and mix-use development project.

Proposed:  An Ordinance Authorizing the Conveyance of Certain Property to the Department of Transportation, State of Colorado 
The proposed ordinance authorizes the conveyance of certain right of way parcels acquired by the Town as part of the North Meadows Drive / I25 Interchange project.

Proposed:  An Ordinance Authorizing the Exercise of the Town's Powers of Eminent Domain to Acquire Certain Real Property Interests Necessary for the Ridge Road Widening Project
The proposed ordinance authorizes the Town's eminent domain powers for the acquisition of real property for the Ridge Road widening project.

Proposed:  An Ordinance Amending Section 15.54.020 of the Castle Rock Municipal Code Concerning Issuance of Grading Permits; Repealing Chapter 15.66 and Making Minor Amendments to Titles 15, 16 and 18 of the Castle Rock Municipal Code
The proposed ordinance amends Title 15 of the Castle Rock Municipal Code concerning the timing of issuance of grading permits, and makes other minor amendments to Titles 15, 16 and 18.

Proposed:  An Ordinance Amending Title 17 of the Castle Rock Municipal Code Concerning Zoning by Repealing and Reenacting Chapters 17.01 Through 17.10, Chapters 17.16, 17.18, 17.22, 17.26, 17.28 and 17.38; Repealing Chapter 17.20; Amending Sections 17.30.010, 17.36.010,  17.50.040, 17.52.050, 17.52.060 and 17.52.240 and Adding a New Chapter 17.39 Entitled Use by Special Review
The proposed ordinance amends Title 17 of the Castle Rock Municipal Code concerning zoning and adds a new chapter entitled Use by Special Review.

Notice is hereby given that the Town Council adopted the following named and described ordinance(s) during its meeting indicated below at the Town of Castle Rock, Town Hall, 100 North Wilcox, Castle Rock, CO 80104.  Adopted ordinances are posted within five business days after adoption and remain posted for thirty days post-adoption.

Adopted:  Amending Chapter 6.02 of the Castle Rock Municipal Code Concerning Municipal Code Concerning Ducks, Miniature Goats and Miniature Pot-Bellied Pigs by Amending Sections 6.02.030, 6.02.090, 6.02.250, 6.02.340 and Adding New Sections 6.02.251, 6.02.252, 6.02.253 and 6.02.254 (ORD 2019-017)
Allows ducks, miniature goats and pot-bellied pigs in Castle Rock and amends penalties and fee provisions
Adopted:  Amending Chapter 14.02 of the Castle Rock Municipal Code Concerning Eminent Domain (ORD 2019-018)
Requires Council authorization prior to filing a petition for condemnation
